This question was posed by YouTuber "mjdbest". Personally, considering Bruce was often asked to 'slow down' a bit for the cameras, I will put my vote in for Bruce!

Donnie is good - but let's get real: Bruce actually instructed Joe Lewis, Mike Stone, Louis Delgado, Chuck Norris...

Big Joe once said, "Bruce was as fast as a bullet!"

Further, Bruce actually introduced the concept of "Independent Motion" (limb moves before the waist does), from western foil fencing into the martial arts in general. Plus invented the "shortened arc" principle (angled recoil).

Donnie is a very fine MA actor, but BL was the "Galileo of the martial Arts".
